Prohibition was the major platform issue facing Republicans as they prepared to gather in Chicago for their 1932 Presidential nominating convention. President Hoover supported the majority plank which called for enforcement of prohibition laws while advocating a national referendum that would allow each state to decide if it wanted to continue prohibition. The minority plank called for abolition of prohibition. While cartoonist Clifford Berryman's "Miss Democracy" looks on with skepticism, Postmaster General Brown heads toward Chicago with the majority prohibition plank which he believes will make everybody happy. That was not the case at the convention where over one-third of the delegates supported the minority plank.
